Gov. Greg Abbott has appointed six judges to three new business courts set to begin operations on September 1st. These courts, established through House Bill 19 in the 2023 legislative session, will handle complex, high-dollar civil litigation cases.

Dallas (First Business Court Division)

Judges:

  • Andrea Bouressa: Current judge of the 471st District Court and former local administrative judge for Collin County. She holds a J.D. from SMU Dedman School of Law.
  • William “Bill” Whitehill: Head of the appellate and special issues practice group at Condon Tobin Sladek Thornton Nerenberg and former justice of the Fifth District Court of Appeals in Dallas.

Fort Worth (Eighth Business Court Division)

Judges:

  • Jerry Bullard: Shareholder at Adams, Lynch & Loftin with over 30 years of litigation experience. Board certified in civil appellate law.
  • Brian Stagner: Of counsel at Kelly Hart & Hallman and adjunct professor at Texas Christian University, specializing in business law.

Austin

Judges:

  • To be announced.

Appointments for business courts in Houston and San Antonio are still pending.

These courts will provide specialized judicial expertise for resolving complex business disputes efficiently, benefiting businesses across Texas.
